We are over 20 years working in the construction industry as a contractor, and we are fully owned subsidiary of the Central Engineering Consultancy Bureau (CECB). Before 2011 we did construction under the brand name of CECB. We have lot of experiences in Buildings, Roads, Bridges & Culverts, Irrigation Structures, and Other service sectors. We earned the trust of hundreds of government officials, business leaders, and administrators by meeting time targets, again on all types of institutional construction projects. Our early entry into the industry as consultants way back in 1973, taught us many lessons that presently act a source of motivation. Also the construction experience under the umbrella of CECB from 1945 creates a sustainable business environment.
Central Engineering Services (Pvt) Ltd is a fully owned subsidiary of the Central Engineering Consultancy Bureau (CECB), incorporated as a limited liability company on 6th November 2009 under the Companies Act No: 7 of 2007.
CESL became actively operational at the beginning of 2011 to make use of the opportunity created by the high demand for construction services as a result of the boom during this period.
CESL took up the challenges which the industry offered, gaining construction management and technical exposure, as well as its project management know how by working alongside CECB.
The Core business of CESL is centered on the construction of buildings, roads, bridges, water supply & drainage schemes and urban infrastructure. The company is also involved in the production of concrete and asphalt for its projects.
CESL construction serves customers in the public sector as well as the private sector. The range of construction extends from education and healthcare facilities to office buildings, residential buildings, industrial facilities, playgrounds, swimming pools and water supply and drainage schemes.

Being the main subsidiary of CECB, CESL operates as a prime supplier of construction services for the government of Sri Lanka. The company also serves projects in the private sector within Sri Lanka and overseas.
The company is privileged in having a wide range of clientele both government & private sector spanning many industries including Power & Energy, Textile, Pharmaceutical, Finance, Manufacturing, Tourism, Military, Education and Health.
CESL has also been providing consultancy services to a number of clients from outside Sri Lanka in Asia, Europe and the Middle East. Certain projects have been conducted overseas, even for some governments and NGOs. CESL remains confident of the reasons why it has now become the clients trusted partner for delivering superior engineering products and services, which is the high quality, expert technical knowledge, attention-to-detail and on-schedule delivery of the solutions it provides, continually managing to exceed the client's satisfaction.
Obstacles Faced by CECB Construction Division before 2011, operating as a Government Corporation.
Certificate Awarding Ceremony for the appreciation of the dedication and contribution made towards the successful completion of “SOBADAM PIYASA” the Office Complex for the Ministry of Mahaweli Development and Environment.
Recently constructed Tourist Information Center (147Mn) & Tourist Facility Center (96.6Mn) which were funded by Urban Development Authority were opened on 6th of December 2017 by the distinguished patronage of His Excellency the president Maithripala Sirisena.
The New Building of the Ministry of Mahaweli Development and Environment was opened on 14th September 2017 by the distinguished patronage of His Excellency the president Maithripala Sirisena.
The Shopping Complex at Ahangama which was constructed at a cost of 100 Mn LKR was opened on 13th September 2017 by the patronage of Hon. Minister of Skills Development and Vocational Training Mr. Chandima Weerakkody.
